Summary of recent NIH Notices

NIH released several important notices over the last few weeks. Below is a brief summary of each item. To read each complete notice (NOT): https://grants.nih.gov/policy-and-compliance/notice-of-policy-changes

  1. Supporting Fairness and Originality in NIH Research Applications. NIH is evaluating applications closely for substantial use of AI. NIH also will now only accept a maximum of 6 applications per PI/PD or multiple PI/PD for all council rounds in a year. This includes new, resubmission, or revision applications.

  2. Revision: NIH Policy and Guidelines on the Inclusion of Women and Minorities as Subjects in Clinical Research. NIH is revising the NIH Policy and Guidelines on the Inclusion of Women and Minorities as Subjects in Clinical Research. The revisions focus primarily on disseminating the use of “sex” instead of “sex/gender” and updating race and/or ethnicity information to align with OMB’s Statistical Policy Directive No. 15: Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity.

  3. Updated Implementation Guidance of NIH Policy on Foreign Subawards for Active Projects. Awards with foreign sub awards will be removed from SNAP and automatic carryover authority and will need to submit separate SF-425, among other requirements.

  4. New Policy Requirement to Train Senior/Key Personnel on Other Support Disclosure Requirements. NIH recipients will need to provide training to Senior/Key Personnel regarding disclosure of all research activities and affiliations in Other Support.

  5. Registration and Results Reporting of Basic Experimental Studies with Human Participants. NIH is indefinitely extending the period of delayed enforcement for registration and results reporting for BESH studies.

  6. All application reviews are moving to the Center for Scientific Review. Effective with the August/September council reviews, all NIH peer review of contracts, grants, and cooperative agreements will be done within the Center for Scientific Review.
